This is just par for the course with society. Each person specifically gains power in order to bully and sexually assault others. Often it is because their lives were ruined in childhood because this was done to them by an adult.
This is an incredibly dark take, I know, but look at all the evidence around us. I also have witnessed sexual harassment by powerful people in multiple organisations in multiple countries. It is a global phenomenon.
Change must start at the top. In Australia the top is the royal family. Look at what they’re known for:

A report compiled by former sex discrimination commissioner Elizabeth Broderick has been released which contained results of 10,000+ Rio Tinto employees surveyed.
The report found over half of the workforce had been bullied in the past 5 years, with over 30% of women (representing ~20% of the workforce) having been sexually harassed. 21 women had experienced rape, attempted rape, or sexual attack.
As a leader:
a) how did you not know it was happening, or
b) why did you choose to do nothing about it

Calling out Rio as a recently reported example, unfortunately, they are not lone soldiers.
